Duties
Personnel and recruitment officers perform some or all of the following duties:
- Identify current and prospective staffing requirements, prepare and post notices and advertisements, and collect and screen applications
- Advise job applicants on employment requirements and on terms and conditions of employment
- Review candidate inventories and contact potential applicants to arrange interviews and arrange transfers, redeployment and placement of personnel
- Recruit graduates of colleges, universities and other educational institutions
- Co-ordinate and participate in selection and examination boards to evaluate candidates
- Notify applicants of results of selection process and prepare job offers
- Advise managers and employees on staffing policies and procedures
- Organize and administer staff consultation and grievance procedures
- Negotiate settlements of appeals and disputes and co-ordinate termination of employment process
- Determine the eligibility to entitlements, arrange staff training and provide information or services such as employee assistance, counselling and recognition programs
- May supervise personnel clerks performing filing and record keeping duties.

Employment Requirements
- Most employers require a university degree or college diploma in a field related to personnel management such as labour/industrial relations, business administration, industrial relations, commerce or psychology.
- Certification as a Certified Human Resources Professional (C.H.R.P.) is becoming more important.

Terms & Conditions
Personnel and recruitment officers commonly work in an office environment. They usually work a 37.5 or 40 hour work week with occasional overtime. Some interviewers must travel to interview clients. The majority work full time (87%) and almost all (93%) are salaried employees.

Personnel and recruitment officers are expected to play an increasingly important role as the competition for skilled people becomes more intense. To fill specialized or high demand occupations, more employers are outsourcing their staffing to third party intermediaries or recruitment agencies rather than using their own staff. As a result, private placement services are growing and hiring more recruitment specialists. This may change as businesses develop a stronger presence on the web. The internet will play an increasingly important role in the recruitment process moving the challenges for personnel and recruitment officers from attracting applicants to managing and selecting candidates.
A proportionally larger number of jobs are located in Winnipeg. Large and medium sized employers are most likely to hire personnel and recruitment officers, which accounts for the high proportion of positions in Winnipeg.
